To create custom audiences from your website traffic, you need to have the Pixel setup on your website.
To start, go to Audiences Tab and click "+ Create Audience".
Click on Website traffic.
Here, you can choose to create an audience of anyone who visited your website or people who visited specific pages over a specific amount of days.
Choose a name and description and click Create.
